Provider-agnostic AI surface.
The agent never talks to a vendor SDK directly — every piece of it depends on this interface. Swapping Anthropic ↔ Ollama ↔ an OpenAI-compatible endpoint is therefore an AI_PROVIDER config change, not a code change (spec §17).
