The request resolved to a tenant whose status is not a TenantStatus (active, disabled, a typo). Refused, because tenancy cannot know whether the storage behind that value is usable; 500 because the fix is in the data or the app, not in a client retry. Store ready (or no status) for a serving tenant, suspended for one that must be locked out.
