Upper bound on tracked keys. When full, expired entries are swept and then the oldest UNLOCKED ones are evicted, so failed logins with unique identifiers cannot grow the heap without limit — and cannot flush a locked account out of the store to unlock it. Only when every tracked key is locked is the oldest lock evicted (the memory bound is absolute); reaching that state takes maxEntries × limit failures within one window. Default 100 000.
