Interface: OutboxPendingFilter

Narrows OutboxStore.pending so the relay can look past tenants it is not going to dispatch right now (a tenant at its in-flight cap, or one whose backlog already fills the batch). A store may ignore it — the outbox re-filters every row — but then fairness degrades to what one oldest-first page holds.

Set only for stores that implement OutboxStore.claim: skip entries whose claim (lockedUntil) is still active at this instant (epoch ms) — claimed by another relay, or held back by a cross-replica retry backoff.
