The historic value of GLOBAL_SCOPE (≤ 1.4). Rows stored under it are NOT read as global unless the Gate is built with readLegacyGlobalScope: true — migrate them (UPDATE … SET scope = '@global' WHERE scope = 'global') instead. A tenant whose id is 'global' is always refused.
