A reindex() whose scope is ambiguous or not allowed where it runs: a whole-index rebuild requested from inside a tenant context, both scopes at once, or — with @basaltkit/tenancy registered — no scope at all outside a tenant context. A rebuild clears before it writes, so its reach is never guessed.
