Add one billing interval to an epoch-ms instant (calendar-aware, in UTC). The day of month is clamped to the target month's length, so Jan 31 renews on Feb 28/29 (not Mar 2/3, which skipped February) and Feb 29 on Feb 28 of the next year. UTC keeps the result independent of the server's time zone/DST.
